Agreement finalized under Connecticut CBA law

Connecticut's 2008 Community Environmental Benefits Agreement law combines elements of more typical CBAs with environmental justice principles. The law was put to use last November by environmental groups and New Haven officials to mitigate the impacts of a power plant expansion project. The agreement aims to ensure that emissions from the new generators will not increase overall air pollution, and it also provides $500,000 to the city to fund environmental projects.
